The perfect place for this kind of weather is definitely Oceanus Restaurant, located in Brgy. Sabangan, Santiago, Ilocos Sur.

The food is excellent, and the portions are ample. Considering the quality of the dishes, the prices are very reasonable.

The menu featured several items that were not available. I waited an entire hour for the halo-halo, and by the time it finally arrived, the ice had already melted. The service was sluggish, and the food was not very impressive.
