Dad's Kebab - Matina

I ordered the beef kebab, which included 2 skewers of beef, buttered rice, tomatoes, and 2 garlic dips. The beef kebab was tough and difficult to cut, especially with the plastic utensils provided. Typically, beef kebabs are made with ground beef and are tender and easy to cut, so I was puzzled as to why this one was tough.
