If there's a mobile ordering drive-thru option available, the drive-thru should definitely be open. I shouldn't have to wait over 20 minutes in a crowded lobby just to pick up two Blizzards that I ordered in advance. If it's going to be this frustrating, the store shouldn't even offer mobile ordering. I don't hold the staff at fault—they're trying their best in a tough situation.
