I've dined at Phillips in NYC numerous times, and I feel that while they might have the recipes, they lack the technical skills to execute them properly. The dishes were dry; the chicken satay was baked and also dry, and the fried rice just didn’t taste good. I've had much better meals in Brooklyn.
When we arrived, we noticed two large water basins that remained there throughout our visit, giving the impression that the management isn't maintaining the place properly. It seemed poorly kept overall. Our server was fantastic, but he appeared to be the only one actively working. Additionally, they were out of Peking duck, even though the restaurant wasn't busy at all.
Many items on the menu were unavailable, including the dish I selected. However, the waitress was beautiful and gracious, which was the only positive aspect of the experience.
